If I make a file and it was desgined to end up being free but is added to the curse removal pile and montiezed is it then treated like a pay file? Not making plans just wondering.

Huh? Curse files are made by authors individually and labeled "curse" because they use language that makes them be accepted more strongly and permanently. A curse removal file is made to counter that using very strong, specific language. They're often monetized because there will always be someone who wants to go back on a choice they made, and curse files are harder to remove than non-curse files. That's all.
So, if YOU specifically make a curse file and a file to remove that curse, then making them paid or not is up to you. HOWEVER, there are a lot of 'tists that haven't been allowed monetization. A small group is allowed monetization. If you feel that your stuff is worth money, then make your own site.
