This was an Idea I had some days ago:

Every time you look so deep into a woman's cleavage that you can see her bra you will be punished with a rock hard erection that lasts at least 15 minutes.

This would not be a punishment for some people; it would be a reward. If you're trying to discourage this behavior, an itching or burning sensation in their groin would be much more effective.
